PROTOCOL

on cooperation of frontier guard agencies

in border protection at the external border checkpoints

of the Eurasian Economic Community member states

Article 1

The main objectives of cooperation among the frontier guard agencies in border protection at external border checkpoints shall be as follows:

– development of unified methods and views on the development of cooperation in the area of border control at external border checkpoints;

– elaboration and preparation of proposals for conducting coordinated joint restricted activities in the interests of border protection at external border checkpoints.

Article 2

Frontier guard agencies shall take coordinated measures to increase the effectiveness of the border control at external border checkpoints, in accordance with the legislation of the Parties.

Frontier guard agencies, if necessary, shall establish special destination corridors at the border checkpoints for border control of the Parties’ citizens, and shall take coordinated efforts for simplification of border control procedures for the Parties’ citizens entering from the territory of third states.

Article 3

For the purpose of increasing the effectiveness of border control at external border checkpoints the frontier guard agencies of the Parties shall exchange information on the following:

– opening of new external border checkpoints;

– situations at international traffic lines and main tendencies of their development that may influence the performance of border control at border checkpoints of the Parties;

– new and potential channels for illegal migration, the trafficking of arms, narcotics and psychotropic substances, as well as other contraband articles;

– identified signs of the forging of documents granting the right to cross borders, tricks and methods of hiding contraband articles in cargo, luggage and vehicles;

– legal and other regulatory acts, as well as concluded bilateral and multilateral treaties with the Parties’ participation on the issues of border crossing and border control;

– crossing corridors at the border crossing points for border control of the Parties’ citizens;

– other issues of mutual interest for the performance of border control.

The exchange of information is carried out in accordance with the Agreement on information cooperation of the Eurasian Economic Community member states on border issues of 14 September, 2001.

Article 4

Frontier guard agencies of the Parties shall perform joint activities dedicated to:

– perfection and optimization of border control technologies;

– efficient application of special technical devices and the use of service animals for border control;

– monitoring of illegal activities at border checkpoints;

– establishment of optimal organizational structures of units, detachments and subdivisions of border control forces;

– other issues within their competence.

Article 5

Frontier guard agencies shall plan and perform coordinated actions to suppress and prevent terrorist acts or the illegal transit of arms, ammunition, narcotics, poisonous and psychotropic substances and other items of contraband and illegal entrance (exit) into their territory, as well as other types of offence in the area of border control.

Article 6

The cooperation stipulated by this Protocol shall be implemented through direct contacts and arrangements between the frontier guard agencies of the Parties.

The Council on border issues at the Integration Committee of EurAsEC shall be responsible for coordination of these activities.

 Article 7

This protocol shall be an integral part of the Treaty on cooperation in protection of external borders of the member states of the Eurasian Economic Community and shall enter into force and be effective in accordance with the terms and in the order provided for by the Treaty.
